I must admit, I wondered why they ever got changed, as it was stated that the vast collection of 91 - 01 2's were made to be, as you said they should, updated and added to over time - they were designed to never get old because of this, and didn't need replacing, IMO.
Can one say, "If it ain't broke, don't fix it"?
At least the '2' symbol survived intact - to alter that would have been a bad move.
