BBC told off for thinking national output is local

there is a number of newspapers have a story about how the bbc is stating local offices control soem promgramms

IE like scotland

* waterloo road
* film 2008 etc

when there have nothing to do with that local office, and is passing off national shows as local to help build up the local output

I think what the original post is saying is that somebody has attacked the BBC for programmes which are produced by the regional/national Network Production Centres which have very little input from the region.
