Doesn't strike me as the best idea to commission a series of idents saying 'goodbye'. Some people might think the channel's closing down.
With regard to the successes:
* Little Britain - at that point it was a gamble giving these guys a show. Remember they'd only been doing Star Profiles on UK Play up until this point. 50/50 that it would have got to BBC2 at all to be honest - Paul Whitehouse etc at least had the Harry Enfield reference for The Fast Show.
* Torchwood - you're probably right that this would have ended up on 2, but by putting it on 3 for a year it allowed them to iron out a lot of the glitches, effectively doing a pilot series, and get the product right for a bigger audience. People who watched it on 3 get to see it from the start, and they iron out the problems for the more mainstream audience on 2. If it hadn't started on 3 I don't think it would have got a second series.
* Mighty Boosh/Family Guy - goes without saying. The former is far too weird for mainstream audience on 2, and Family Guy used to be shown at approximately 2am (after the snooker) on 2, whereas on BBC3 you can watch a quality show at the right time. If BBC3 had existed decades ago they probably would have picked up The Simpsons.
I agree that there is a lot of dross on there, and abolishing the my mum is an alien/fat teens can't hunt/reality rubbish which probably doesn't even get an audience would be a good move. But I'm struggling to see how a programme presented by Lily Allen and chavs presenting the programmes are going to improve things. And I also think there have been some achievements given its (relatively, in BBC terms) small budget and its ability to be a good testing ground for new programmes.

Edit: New Promo just aired 'BBC Three Is Changing'. Graphics look a lot more polished than previously, eg background of chav woman sitting in chair features a lot more graphical elements that match these new stings we have seen, and also the BBC logo appears to be slightly 3D.
