Is this their plan for the future? Will we see a BBC NI channel and a BBC Wales channel and then there will be no regional BBC TWO at all, so there will be a single BBC TWO channel for the whole of the UK? At least everyone will get BBC TWO HD on 102 then.

I recall something similar happening on Christmas Eve afternoon in 1992 when at least one junction came from network. I suspected some kind of afternoon event.
So all the Scottish parliament,doc and comdey shows would go to this new channel? Also remember there is no hd two channel in scotland.
Scottish Parliament and sports events in Scotland would go to the new channel - covering what is already served by BBC Two Scotland. £11m of the £30m allocated is currently being used for the latter.
There’s the possibility of BBC Three and BBC Four content to fill in the gaps. A few months ago, BBC Scotland's chief met BBC Three’s controller and BBC Four’s channel editor about such content coming to the new Scotland channel. Archive content and repeats of BBC One Scotland programmes could also make it into the schedule.
Also to note, if there is no live events before 7pm, BBC Scotland would simulcast BBC Two Network.

It makes no sense for the station simply to be in SD these days, especially if it's going to pick up sports programming. It doesn't matter to me, but it does matter to a lot of people. And starting at 7pm is mad - it hampered the likes of BBC Three and BBC Four, who face a standing start at 7pm when other channels have built an audience during the day.
On the other hand, taking Scottish BBC Two programming seems a sensible compromise, and for me it would be more important that it's on BBC Four to establish a name rather than leaving BBC Four there (although it does kind of underline that BBC Four is now the BBC's dispensible channel, see also when they put Eurovision programming on there because they don't want to put it on BBC Two).
I would hope that premium Scottish programming wouldn't be removed from BBC One Scotland. The UK has an established tradition of going to BBC One for the biggest shows, and putting the bigger ones on BBC Scotland would by default decimate their audiences.
And starting at 7pm is mad - it hampered the likes of BBC Three and BBC Four, who face a standing start at 7pm when other channels have built an audience during the day.
That’s not really the case at all, no digital channel rates particularly well before prime time (or BBC2, C4 or C5 for that matter) and judging by the fluctuations in ratings there’s few people who leave the same channel on all day. BBC One and ITV are probably the only channels who reasonably have people leaving it on all day.

That channel will have to come on air before 7pm horlyrood love is on at 2pm. It might be more worthwhile extending the broadcast to all day Wednesday. Instead cutting back to bbc 2 for 3 hours.

As would making them only available in SD on linear outlets - IF BBC Scotland is SD-only.

I don't think it will be. The BBC's document states:
"The new channel could include some existing BBC Scotland programmes, including titles that are currently broadcast on BBC Two Scotland (e.g. Sportscene) and either simulcasts or repeats of programmes shown on BBC One Scotland (e.g. River City)."
"Occasionally BBC One Scotland programming (for example, Sportscene or Reporting Scotland) could be displaced to the new channel if the BBC One network schedule changed at short notice (for example, due to over-running of live sports coverage). These currently transfer to BBC Two Scotland in these circumstances."
The implication is that BBC One Scotland opt-outs remain and would only appear on the new channel as repeats, simulcasts or due to short notice disruption

A cut price BBC Two Scotland that doesn't need a daytime shift Announcer/Director. Have they really managed to pass off a cut as an improvement in service?
