Yes, but not Northern Ireland. BBC 1 Northern Ireland has always been known as that. BTW, I believe that before BBC TWO became capable of opt-outs, BBC ONE Wales was simply called BBC Wales (or BBC Cymru for Welsh programmes).
BTW, Northern Ireland continuity is on most of the time on BBC ONE, though not BBC TWO until very recently, and not late at night or morning on BBC TWO. On Sundays though, the NI announcers don't seem to arrive until about midday, and you can see generic BBC ONE continuity all morning.
