Does anyone know who the announcer type chap (in the waistcoat) is in this clip?

I remember this quite well, the control panel on show that Blobby is apparently going to push is just an old VT controller placed there as a prop, but at 3:13 his hand is actually very close to an actual live part of the transmission suite hence the director goes to intervene, I don't think that was planned!
