Well as mentioned in the Broom Cupboard thread. One notable time was in 1993 when it was used as filler when they couldn't show Noel's House Party. More can be found in the Broom Cupboard thread to save repeition.

It was standby against the midweek National Lottery for years. Then the standby changed to Cops on the Box. Don't think either ever went out though.

Could Weatherview not have been extended after the film and before the Sign Zone to allow the scheduled time to be met? They could even have used some Isobars on the new look weather map!

Maybe but it's certainly not daytime, when they may have run a filler. Of course it's not possible to run early for more than a few hours in daytime, as the news bulletins are fixed points in the schedule.
I thought that there were guidelines that said programmes weren't allowed to run more than a few minutes early/late. Do BBC Broadcast just not have any filler tapes in their system yet?
