Well in the SFTW breakdown it was a matter of when rather than if the programme would return, it probably wouldn't have taken long to establish that somebody had cocked up the circuit booking (forgotten that the clocks had changed, IIRC), and there was quite a lot of the programme left to go, so it was probably pretty clear that the programme would return at some point.
By the time Duncan was saying "will" they could well have had an agreement with BT to reinstate the circuit and were just waiting for it to be re-established.
