Don't agree, sorry. With ITV1 becoming less regionalised I'm pretty sure the BBC is going to use it's commitment to regions and sub-regions as a big part of it's argument for the continuation of the licence fee etc. The launch of all the English Regions on DSAT will probably be used as a major "selling point" in arguing the BBC's raison d'etre. In fact, I wouldn't be at all surprised if more sub-regions don't apprear in the coming years.
There's bound to be teething problems at first with people getting what they perceive as the 'wrong' region. Mind you, I can't understand why people in Nottingham are getting W Mids rather than E Mids, or why someone in Oxford isn't getting BBC1 Oxford.
As for offering English local radio stations on DSAT, that's probably a long way off and tecnically quite expensive I should imagine. I don't think it's been mentioned as a long-term plan by the beeb has it? National BBC radio stations are available, but no English stations other than Network Radio.
