I think this is being blown out of all proportion. That is the announcers style of delivery, I personally don't think news should be teased or trailed by announcers in junctions, over end credits etc. but to say the announcer in question was souding too cheery is abit much, it was not an obit.

I heard him announce during the Commonwealth Games, on BBC1.

Sadly though he didn't get the tone of delivery right so was fired on the spot.

Some problems coming out of the local news on BBC One Wales - several seconds of the final studio shot with keyed logo, and some very audible mouse-clicking before crashing mid-way into the lottery update on Network. Network trails and symbol into Room 101 too.

They've started, BBC One idents being interrupted by the Doctor, with a few shot wounds on Capes.
