I doubt that was a Fame Academy ident, it was launched at the same time as Fame Academy but it has nothing to do with the programme (especially when the point of Fame Academy was to create something other than an identikit pop star) and there were other idents in that set that were just as appropriate (the festival one, for a start).
It was just the most appropriate ident from the "very soon" batch Heggessey mooted at on PoV waybackwhen.
I'm still waiting for the fabled Waltz ident to air that was so often rumoured about on here a decade ago.
Don't think cheery announcements before the news is anything new, in fact quite often during the RP era, the announcers would even go on about the programme that was on afterwards without reffering to the upcoming bulletin.

No, but this was a cheery announcement, effectively delivering the headlines, something quite different.
Insensitive pres is nothing new, Pages from Ceefax delivering news about mayhem, tragedy and disaster used to accompany jaunty or twee test card music, and that practice goes back to the late 70s.
Being upbeat is one thing, but pronouncing "Oscar Pistorious" like he's a guest on The Graham Norton Show and then "accused of being a deceitful witness" like it's a twist in a fictional crime drama is another.
Continuity announcers should never mention the content of the news, that should be left to newsreaders. The President Zuma incident being a case in point.

It sounds as though it's being read out, particularly the Oscar Pistorious bit, as though it's part of a drama or even a lighthearted comedy because of the tone of his voice.
