It's quite rare these days for the BBC One bulletins to not be on schedule - with the exception of the handover to the News Channel, though it's clear they don't really give a stuff about that anyway, given how messy it usually ends up.

As much as the digital delay may or may not be an important issue, perhaps it was just the excuse the BBC needed to drop an "outmoded" and "dated" form of presentation. Which also does not bring attention to when the News may be running a few seconds/minutes late.

It isn't a new problem if course - the balloons era clock was prerecorded in the regions so anything at a non standard time had to use the network clock or a normal symbol.

Things like Wimbledon etc can still knock schedules out of step slightly, but yes with the current automation systems, they are now able to adjust junction lengths etc to ensure schedules are met.

On Twitter the Chatty Man account retweeted someone who asked if it was the Chatty Man set, but looking at the old set there are some clear differences which would suggest it isn't the same one.
It was actually a different set but had striking similarities to the old Alan Carr one!
