Menus for the evening's line-up are created every day and are available pretty much all the time.
I remember years ago when I worked in Pres that there was some system to semi-automatically produce menu slides for the evening. They sat there on the capgen and hardly ever made it to air.
But it's not beyond the realms of possibility that a graphic showing the next four programmes could be generated on the fly in a similar way to the BBC World breakfiller?
Yes I'm sure that would be possible (not in the same way as BBC World's did it of course - that used teletext). However I can see it might not be that useful, firstly the announcer couldn't prepare nice 'tonight on BBC1' script as it what he/she would have to say would constantly change. Secondly listing the next x number of programmes isn't always that great an idea. Late at night for example where pointing towards 'Weatherview, BBC News Channel, Breakfast and whatever's on at 9am isn't that useful, whereas having a pre-built menu for tomorrow night is much more useful.
The other thing to consider is that the slides would probably still need editing in some way, long programme names could be an issue for example
