Wouldn't the blind have AD on anyway?
What's your point there? The only thing I can think of is that you're suggesting the announcements should only be carried on the AD stream.

Not at all. Forgive me if I'm wrong, but not being blind, I don't use AD so I don't know if live programmes carry live AD, let alone AD at all, but if it was live wouldn't they be able to tell viewers something was wrong with the programme?
I do see a point in repetitive announcements as it's a sort of "wait wait, it's alright, we've got it, just give us a minute, we're just sorting it now" practice, as it lets the average viewer know work is being done to sort the problem. But compare it to the Generation Game clip, I'd prefer the old practice.
Audio Description is only available on a selected number of pre-recorded programmes. There are currently no facilities for live AD.
