I just think its really sad that the BBC's two flagship TV channels have just been left to fester in terms of their on screen branding and identity and no effort has been made at all to at least refresh the circles idents in 10 years apart from the 'one off' idents for certain things.
People have said that the reason why the ident packages haven't been revamped/updated is because of the funding cuts. Is that really the reason or is it simply no one being bothered with on screen branding at all these days.
People say BBC Two's idents are iconic, I think pre-historic is more apt.
I can't fathom how the BBC came to the concludion that Parliament was in need of a rebrand and should take priority over BBC's One and Two.

An OSP refresh can easily be done in-house on the cheap, might be additional costs for templates for automation etc.. Bureaucracy maybe?

Since BBC One rebranded in 2006:
BBC Two dropped its Yellow Robot 2s, launched a new presentation package, repeatedly pulverised said package to within an inch of its life, dropped it and brought back its 90s presentation out of sheer desperation.
ITV1 dropped emotions in favour of random yellow stuff, glossed everything up for HD, decided to come full circle and be ITV again, at the same time introducing an ident set reminiscent of those aforementioned 2006 emotions.
Channel 4 went from a series of idents with a hard to decipher logo to a series of idents with an impossible to decipher logo.
Five gained a circle, was bought out by Richard Desmond, became Channel 5 again, was bought out by Viacom and rebranded again.

At this point they aren't really caring much. DQF cuts stopped Two from gaining new pres, and instead started using the legendary 90s idents. But it's shockingly inconsistent. Why use a stacked logo in promos and then use a teal box in the end? Absurd. And the pres is so wrecked as Jonny said, that they tried to balance the inconsistency with old idents.
And the BBC believe that continuing to use circles in 2016 is a good idea.
What makes it more humiliating for the BBC is that its competitors in the last 5 years have updated presentation: ITV in 2013, Channel 4 in 2015 and Channel 5 has rebranded twice - 2011 and 2016.
Even more hilarious is that every major digital channel in that time period has rebranded - ITV2/3/4, Sky1, E4, W, GOLD, Comedy Central, Fox and more come to mind.

I don't see the problem, they're decent idents and the rest of the branding is fine. It has string recognition and also (rare these days) a strong familiar 3 note jingle
Just the fact it's 10 years old isn't reason in itself for replacement. Whats the point of throwing it all away for the sake of it? Especially as I'm sure some of those insistent it needs to change probably don't like what Channel 4 got rid of its 10 year old branding for. New doesn't necessarily mean better!

Only if you want to be confused by it. In what way do you get 'confused'? You see a 'BBC One' logo in a slightly different place on the screen and think you're watching BBC2?

And then they'll alienate everybody outside of Radio 1's demographic. BBC One is the channel everybody is supposed to be able to watch, which makes it a challenge to rebrand. BBC Two is the brand that'd need an injection of "youth" because it's playing home to some of the BBC Three library.
if BBC One wants to start attracting younger viewers - which it does to keep people thinking the TVL is value for money, Is the BBC One brand and feel appealing to them?
