Most likely yes. Not sure whether they will cover it live given they'll be simulcast with BBC World News, but if not, they'll do it at the first opportunity when WN is on a break.
I've got TiVo, so my guide hasn't updated. Will the by-election coverage just be from the news channel instead?
It's the right thing to do in the circumstances.

That's exactly what happened, I imagine the thinking was that Weather for the Week Ahead should go out as close to the originally billed time as possible. In the end it was moved to just before 2am, so the News Channel could be rejoined at the top of the hour.

That looks like a placeholder until they find something else.

They wouldn't go to the News Channel, come back for Weatherview, then go back to the News Channel, would they?

Watching BBC One HD during the regional news slot and instead of the countdown clock with the red backdrop, there are clips from Graham Norton and The Voice.

They've done that for a while, the slate goes up for a while, then a bunch of trails.

Yes, they don't do the countdown clock during the 6.30 bulletin because it's much longer than all the other bulletins, so they interperse it with trailers.
On a regional tip, though, I notice that last night they announced Graham Norton was on in fifty minutes "or if you're in the North, it's The Super League Show", which I've never heard them do before. Usually they trail neither.

I've heard it a couple of times later, as I cringe at the London centric announcement and then immediately let them off.

It's England-centric, not really London-centric
