In this day and age you would of thought that there could of been a bit more syncronisazation(??) on the clocks, in many regions I have seen them run over or announcements clash with the presenters first headline. Also, the regions headlines at the beginning of each bulletin seems sloppy to me!
They should do what UK Today does and take what appears to be a national headline feed that is left running and goes into the titles nicely, instead of using their own and having to opt back into it making it sound messy! Its easy, just provide each region with a sound feed of the headline bed.

The BBC North 1 and 6 clocks are done by one of the main London annoucers, the 10 one is done by another London annoucer who I think is one of the newer 'different sounding' annoucers.
(This is unless its a George Alagiah and Ian White combination)
The BBC North balloons I think are done in Leeds, by someone on BBC Radio Leeds (either a presenter or someone who also voices radio promos)
(This is unless it is an unusual set up like 'Harry Gration in Valencia' in which case Ian White normally does them)
The regions just opt out of the national feed which includes the UK Today headline. It is not possible to send them a clean feed of the music. The reason UK Today is there is in case anyone fails to opt out they at least get something. Each region plays it's own clock in off tape so that's why they are sometimes slightly out. The announcers in the regions tend to be national BBC1 announcers, although I know that North West Tonight and I think Spotlight use Alan Dedicoat. Think Look North may be a local voice - not sure.
sometimes east midlands have opted back to early and caught the last few seconds of uk today closing titles.

With the 6 and 10 news programmes people in the south seem to keep missing the opening thunderclaps of the news, and it seems to be getting more frequent.
Does the BBC's atomic clock need some new uranium, one wonders???

The beebs atomic clock is long since gone. (I guess the batteries ran out!!) Time syncronisation is from the Rugby time signal, provided by the National Physical Lab.
As Nicky said, they are run off tape therefore do sometimes run over. Personally, a network clock and regional announcement over the top would be better.

Apart from the day after the bomb when UK Today viewers were left with the first blank frame of the News At Six opening titles with a clean version of the headline bed!
