Upon closer inspection I think it might be the BBC News noticeboard. Expect to see messages pop up there like the Tea Making rota or leaving do's and the like.
OR maybe some red paint got splashed on the wall or something so they thought they'd cover it up ?
I think it looks a bit like a big bit of red cellotape. Or it may be that Anna Ford - to show her love of the Labour Party - decided to draw a Labour Rose on the wall, the editor didn't like it and decided to cover it up with a big piece of card.
It has to be there for a reason, if it isn't then there's some seriously stupid designers at the BBC. I mean, what's it for? What could be the point of just sticking a red... thing on the wall? It doesn't do anything to complement the studio and frankly looks odd.
It would look tacky if they decided to plonk a slogan on there.

Call me sad!! But I quite like it, it does break up the cream.
it would be good though if they were going to use it for something. Maybe the presenter at the start could stand there and then walk over to the desk.
Maybe they'll try adding some TV screens onto it:D Just like News 24 and World!

3 things I can think of....
1) The network news studio is also used for HARDtalk on BBC News 24/BBC World - could the red bit have something to do with that (I.e project Tim Sebastians face on to it, a la Face To Face.
2) There is a threat of millitary action on the horizon, could this be something to do with an elabriate ground action map (rather than use the huge screen on the other side of the studio)
3) A live report projection screen, then after the report, Huw/Fiona turns around the other side of the studio, for another hack to present a 'facts and figures' wrap in front of the screen.

I really like number 3 as it would be an interesting camera angle to see

I suppose it`s to make it look like N24,as that is medically Red all over!
No, no it's actually the serving hatch through to the BBC canteen. At the end of the bulletin at 6:30pm up it comes and 3 burly dinner ladies serve up Hugh's usual diet of fish, chips & mushy peas at the newsdesk. They wipe the desk down, and the hatch is brought back down just before 7pm for the re-cap.
End of story.

Doesn't it have anything to with UK Today being in the same studio.
That presenter normally sits in front of something red, don't they.
(Not that I watch it though, I normally press TV & 1 for Midlands Today!)
