No it doesn't. When I scroll down this page, it doesn't move smoothly it's all juddery because for some reason the display cannot cope with all these flashy graphics.

Sorry to but in, but are you on 56k SE? Well if you are it must be someone dodgy, cos im dial up and it does not effect me at all, I myself have an animated sig, but I ain't getting involved, thats my 3 pence worth.

Ok! Lets get back on to topic 
Personally I think that BBC News 24 really badly need to keep their Studio more modern, like Sky News, every couple of years otherwise they're going to lose viewers.
Also I like BBC News 24 better, not because it looks older but their stories are more interesting.
