The World Cup draw has always been available to all broadcasters - it's a way of building up publicity for the tournament. I suspect that the BBC had planned to include it in N24 for several days.
SSN on the other hand really had a gift horse - they really couldn't avoid having 2 hours worth of programme material - effectively free - for a winter Friday afternoon.

Because Anna and Joanna have swapped shifts - Anna now does the morning shift with Phil Hayton, and Joanna does Fri-Sun evenings with Chris Lowe. Phil and Anna were supposed to re-launch News 24 on Monday, had it gone ahead when it was supposed to.

Er...I think you'll find that the BBC and ITV already have rights to the World Cup 2006 matches. As terrestrial broadcasters, they share and negotiate rights every so often. Sky, as a satellite broadcaster aren't allowed by FIFA to enter any 'dogfight'.

But this is for the preliminary qualifying rounds, not for the World Cup Finals in 2006.

The BBC allready have exclusive rights to all England, Wales(with S4C) and Northern Ireland matches though. Also I dont think they draw was avalible for free to all broadcasters, none of it was live on Sky News, Sky News Active, ITV NC or on the internet. www.knplogic.co.uk/sport also states its only on a few selected mostly pay TV channels across Europe.
Yes, all broadcasters can bid to show World Cup qualifier matches.
However, it is not FIFA that would stop Sky from showing World Cup Finals matches. Legislation exists in one or more Acts of Parliament that prevents broadcasters from purchasing rights to "listed events" such as the World Cup Finals and the Olympics, if they only intend to show them on an exclusive basis i.e. subscription.

N24 did the right thing by showing it
The BBC had UK rights to the draw. So it could be shown on News24 but not on World
