Yes, it might be the case that the European Breakfast comes from TC10, but I would have thought that they'd use the 4 overnight hours instead. News 24 in TC10 could hold the fort, while World has downtime to make adjustments. I'm sure they'd still have the current titles on the machines for the bulletins prior to 9am, as I've seen the 2000 titles played once or twice by mistake in the past. Similarly, a few weeks ago News 24 played out the 2000 Breakfast closing music - so it does still exist!
