There aren't any official 24/7 streams as such, though there's often a stream of News 24 provided on the BBC News website when a major story is being covered non-stop.
There are unofficial streams of BBC World around, and sometimes they get posted on here with varying response from other forum members. I couldn't tell you where they are myself because I don't know and I don't care.

I don't think the term illegal is correct. This is a legitimate Korean webstream for BBC World. They do not deliberately aim it at the UK, it's only by chance it was discovered.

Probably because you're college's internet is on a LAN or not on broadband.

Probably because you're college's internet is on a LAN or not on broadband.
Most (if not all) colleges in the UK are connected to the internet via JANET and most have at least a 1Mb connection. Some have more; the one that I got to, you can get up to 2Mb download speeds at times when it is not so busy!
