It would not surprise me if some regions didn't use sidebars (or insets, or flags as they are also known in some areas) for their breakfast bulletins.
Breakfast bulletins are often done with reduced numbers of staff, and from a different transmission gallery, often called the 'pres' or 'mini' gallery. Often these galleries don't have the facilities required to add an electronically inserted 'inset' image, so a different camera shot is used, which doesn't require an inset. Some regions fudge the issue by using both transmission galleries (the main one just to put the inset over the camera, the other to actually direct the bulletin from)
