I think you'll find no mention of that obligation at the ITC website...

It would never be branded as a `BBC` bulletin, it will always be "Five News" - the same would apply if Sky won the contract.
Sure, there would be credit at the end, eg "BBC Worldwide production for Channel Five Broadcasting" / "BSKYB production for Channel Five Broadcasting"
The same applies for ITV F1 coverage now - Did you know that ITV use the BBC resources to record and broadcast their coverage? BBC provides the non F1 cameras, OB trucks and uplinks. It only gets a very small credit at the end of the coverage.

That's a slightly different matter... resources is quite different from production. They deserve no more than a small mention in the credits because they are only renting out facilities, they are not producing the actual programme itself. The BBC provides resources for virtually everyone, but it is far more unusual to see them producing a programme - let alone news! - for another channel (especially a fellow terrestrial channel).

And just to confuse some people even more, BBC sometimes use Carlton 021 for their OBs.

They are not just renting out facilities - they are providing the bulk of the craft staffing as well (i.e. the crew) - it is a damp/wet hire rather than a dry hire AIUI.

The BBC want to have their cake and eat it.
Yes, but you're making the assumption that the BBC ARE going to tender for this - when in fact five have only asked them to tender.
As per usual, you're taking any chance to bash the BBC when they've actually done nothing here - at all.
Well you would say that wouldn't you The only thing around here as predictable as my BBC bashing is your vehement defence of it. Ok, so ignore that final remark, and answer my other "hypothetical" point.
Where's the sense in answering a hypothetical point?
They haven't tendered, and I doubt they will - so it's really a totally moot point.
