How things looked on BBC Four. Sorry about the quality. Dunno why it's so poor.

Jon Sopel on News 24 has just apologised for the lack of a sport bulletin, due to "major electrical issues in the building here". Now they've got the sports man (whoever he is" doing an update from the side of the desk (where the interviewees normally sit)

Is that a 14:9 image being placed in a 16:9 frame? (but obviously being viewed in letterbox format)

Why? I thought the news was recorded in 16:9 anyhow and played out in 14:9.

I'm afraid I don't know. To me it's just a fcuk-up.

The BBC World News studio, N9, was probably inoperative completely, so BBC Four couldn't switch to N9 studio output. BBC World has a transmission area which is seperate to the news operation, and is based in another area of TVC. When N9 went down, BBC World switched to a recording of the previous World News.

Those caps looks like BBC Four switched to a simulcast of BBC World (not the World News studio as they normally do, but the actual BBC World channel feed that goes out around the world). BBC World as a channel is only broadcast in 4:3 (with news going out as 14:9 letterbox). So a widescreen version was not possible.

Sounds like a plausable explanation, but where does the World DOG get inserted?

The World DOG get's inserted by Presentation. The "Recorded" DOG seen earlier in the thread is added by Pres in situations like this.

So in that case BBC Four took a feed in advance of the DOG inserter, not the actual output?
