I think your mock is a bit oversimplified - if a pre-recorded programme fell off the air it's very unlikely to fade to black. It's more likely to either freeze or cut straight to black, possibly with a glitch. It would stay black until the reserve playout facility (and reserve distribution facilities) came into circuit.
And Leeds is probably one of the last places network news would come from in such a circumstance

I appreciate the effort that went into the mock, and it's not totally rubbish, but would that actually happen in this hi tech age? If the BBC knew the floods were heading for White City wouldn't Red Bee simply be able to switch the network elsewhere in the country, perhaps without the viewer even noticing any difference (e.g.. doing a VERY quick flick from network in London to network in N.I while this programme was still broadcasting - you'd just continue watching the same show which had started transmitting from London but ended up TX'ing from N.I) Or am I going way too OTT here?

What about a Gas leak/explosion ? Major fire etc. that might cause that to happen
I'm sure I read on here once that the BBC has an underground bunker in a secret location in case of major disaster.
Not that secret any more - Broadcasting House used to have a stronghold under it, and there is/was an emergency broadcasting facility under Wood Norton. These were both for radio though.
