Somerset House is used on New Years Eve on BBC One for their end of year finale show, so maybe that's why it wasn't used as it'd look like too much.
Also it is only a seasonal rink. Not sure how long it takes to animate all those penguins but I would have thought that they wouldn't have been able to film at Somerset house in time to produce the ident. An indoor rink is probably easier to light too.
What's being done is actually quite complex, so the simpler it was the better, To get CGI 'interacting' with humans (by this I mean skating in-front and behind of) would take quite some time.
Whilst blue ice lights etc. would have added, perhaps they didn't want to go too overboard on the fakeness. Then again it probably was filmed back in October!
