They were thinking of, they had an inquiry called The Peacock Committee which was supposed to look at other ways of funding the BBC without the licence fee, preferably - advertising, but in the end it suggested for an Open Auction of the ITV licences.

We pay for them to be made, and then any other broadcaster who wants to show them has to pay for them again. This is true of both BBC branded channels (none of which are owned by the public service BBC), other channels such as UKTV, ITV and foreign channels such as RTP, PBS, ARD etc.

They bring more money into the BBC than they would if they were sitting on a shelf collecting dust

a lot of the channels in the "American" market - including US, Canada and some countries in S America are actually owned by Discovery Network under a name franchise deal. Hence the reason why BBC America actually shows programmes from other UK TV channels such as ITV, C4, and Sky
