What so bad about Ofcom, and why do so many people seem to hate this body?
and why was the ITC or IBA, so much better?

Where has that come from?

Certainly in line of regulating programme censorship etc. OFCOM have used alot of common sense in their judgements, for example in rejecting complaints about Jerry Springer The Opera.
