It's absolutely everything to do with publicity. It's a textbook Ryanair campaign. They've run a number of ads they've known would be banned and the endless free publicity they get when it is. It's 20 years since the infamous Mannekin Pis campaign in Belgium for example:

Considering their latest rumoured appointee to head up OFCOM I doubt it very much.
