The schedule on the RT website is still a provisional one. The full, advertised schedule will not be released until Thursday. So there is still the possibility that this may be a clerical error or a first draft.
However I can see the logic in trying to take action now to try to minimise the impact of the loss of Neighbours. If Doctors is nicely settled into the 1.40pm slot by April (or whenever Neighbours goes) the impact of Neighbours' loss on the afternoon schedule will be much reduced. Don't be surprised if the afternoon episode goes completely before the BBC loses Neighbours...
By the way, you're probably all aware of this, but it seems The Weakest Link is now the most likely option to replace the evening episode. The question is whether to change the format of TWL or bring forward the end of CBBC to 5.15pm. So don't bet on River City getting the 5.30pm network slot!!

Neighbours started on BBC One in 1986 when "Daytime" launched (Who remembers Open Air?). Initially Neighbours was aired around 10am and 1pm - but the 10am showing was shifted to 5.35pm when they realised kids wanted to watch it (and some were playing truant to do so...)

Yep and one of the kids was Michael Grade's daughter, the original showings were 1.25pm and repeated at 10.00am the following day, but when Grade found out the 10.00am episode was moved to 5.35pm and the rest as they was history.
I would have expected Doctors go to get the 1.40pm slot, as from what's been said I gather that the BBC aren't going to replace Neighbours with a soap.
