Not necessarily how about the local transmitter is having technical problems, would you assume it's London too? Your also forgetting Leeds plays out as well so for all we know there could be a problem in Leeds but necessarily London's fault. Regionailty is important especially for the digital switchover, people need to know when their region's analogue service would be shutdown, hence why DigitalUK are using ITV regions.

But the feed goes with the announcer's voice faded at the right volume over the ident, so the problem isn't with the playout.

Yes seems backward it many ways doesn't it, how instead of having a magnificent regional map everywhere is controlled from the capital city. Oh the 21st century - what a great era. Not.

Indeed, it's somewhat ironic that TV originated in London, progress then meant it radiating out in crude gigantic regions, further progress meant a greater number of smaller regions, further progress meant independent TV where individual regional companies was considered the only way to go...and further progress from that apparently means gradually reverting to the previous operating environment, where the eventual aim will surely be no regional services at all and all TV completey operated from and controlled by a location in London - which is exactly where things started.
