It is a word, but only to do with scarring. He was referring to "scare" + "-ify", which is not a word.

There is actually a definition in the Oxford English Dictionary for 'Scarify', i have checked. It means simply to 'frighten'. It's origin is from the 18th century so that's probably exactly why Boris uses it and no one else has even heard of it. Laughing
