I don't know if it still applies, but when a BBC Sport programme is on air on either BBC One or BBC Two they tend to use the TC5 gallery as BBC Sport are in control of the broadcast, so you would see a BBC Sport style fault caption or slide. It saves them having to throw back to Network Control, although if any music was to be played over the caption it would most likely come from Network Control.
It depends on the programme - if there was some sort of studio presentation, or a large amount of VT input, then the programme would probably come via TC5, who would also fill if the OB went down. Other programmes might go direct from the OB to pres, so it would be their breakdown slide which appears.
