BACC is the Broadcast Advertisment Clearance Centre - they say what ads can and can't be broadcast (although I think they've now been replaced by the ASA) .
A few times a week the BACC organise a play-out of new adverts to TV stations. This is done from what used to be LNN, althoughthe ads themselves come from various post-production facilities - LNN just switch between them. The playouts are in the evenings

There was an accidental feed of this on Sky Digital not so very long ago, showed how this was done, I missed it though, damn.

Am I right in thinking that ads and promos used to be fed to the local stations during daytime intervals/breaks in transmission? Hence, at around 10.30 there was roughly a thirty-minute break in ITV schools broadcasts (until the early 80s) and the local stations showed a 'standby' caption and music while the feed was being used for the recording of ads?
