The sad fact is that irrespective of what could have happened in 1991/2 ITV would become a unified entity simply to survive against Sky and the US networks.


The proliferation of satellite and cable in the 1990s was a two edged sword for ITV as individual companies could see it as both a threat and an opportunity depending on whether they had a closed mind or a growth mind outlook, or saw the glass as half empty or half full.

Some ITV companies were in a better position than others to capitalise on satellite and cable.

This probably never materialised due to the restrictions on the number of ITV regions that a company can own being abolished, along with Thames with their massive back catalogue and the ambitious but financially damaged TVS losing in the 1991 franchise round. Carlton very much considered themselves to be a terrestrial centric company after winning the London weekday franchise although to give them credit the ill-fated attempt with Granada creating ONdigital / ITV digital may well be one of the most ambitious developments by an ITV company.

I think that the good old BBC rather than Sky or other satellite and cable channels was actually the real competitor to ITV after 1992 until internet TV took off.

That's an exception.

ITV companies had to realise that no extra channels = no extra advertising revenue although with hindsight it could be argued that Carlton and Granada bit off more than they could chew with ONdigital / ITV Digital.

Don't forget up until 1993 the ITV regions also had the advertising income from Channel 4, so it wasn't super pressing up until that point, however they did continue to receive something after 1993 up until I think somewhere around 1998 as this stream was gradually cut off. In fact I found the other day from the archive Independent website suggests half of the income from the Channel 4 ad-revenue was supposed to be stipulated to fund what was presumably became the launch of On Digital.

Up until 1998 the ITV companies received half of all Channel 4's ad sales over and above a 14% benchmark. From 1998 that was reduced to a third and it was recommended that at least half of that revenue should be spent on ITV2/YouTV/S2 (not On Digital).

The arrangement was phased out as the ITV companies integrated further and after their licences were renegotiated towards the end of the decade, meaning they started paying less to the Treasury.

Did the government or the ITC consider it undesirable that ITV companies operated additional satellite and cable channels?

I am aware that Granada and Anglia were initially involved in BSB but what about the situation after 1992?
