Presumably, Sunset+Vine and IMG will be producing some of the stuff for OBS on behalf of Channel 4. It wouldn't surprise me if it's quite a lot of the stuff with there not being as many countries giving these games a high level of coverage.

OBS are host broadcaster, but it's surely made up of a lot of broadcasters that had no involvement of the Olympics and I'd imagine Sunset+Vine and IMG are having to produce a lot of the coverage on behalf of Channel 4 for OBS.

OBS contract other broadcasters to produce coverage for them on some sports at the Summer Games, however, they also produce some of the sports in-house using freelancers. No idea what the arrangement for the Paralympics is though.

Could be that the two companies both have production talent C4 want to use - and it's worth not underestimating how much output is being produced. Even if you are only doing presentation (both in-studio and on-site, plus highlights etc.) and not producing coverage, it is still a pretty huge amount of output sustained for a long period of time.
I don't know how many in-house staff IMG and Sunset+Vine have - but I do know some freelance staff who worked on the Olympics for the BBC are also working on the Paras for either IMG or Sunset+Vine.

There could be other splits too, like the studio pres being one company, while running the streams is the other. Or one's has done all the work we've seen so far, and any VTs we see during the games but only has a minor role in the actual coverage, while the other is only being brought in for the live stuff.
