Funny you post about this, Denton, as it's a nice excuse to bring a good example of mocking to everyone's attention... While it's not the exact font used in the COW software, Dave Jeffery of Transdiffusion fame has created a near-replica version in the following video recreation he uploaded the other day:
Sadly, to definitely answer your question, he states the BBC1 and regional idents were hand-drawn for each recreated clock, so no chance of him releasing this one as he's done with some other fonts he's used before...
I've wondered whether the blue centre was always originally going to be the the plan (for everywhere) because it continued the style of the previous clocks.
And that someone at network perhaps recalled the era of the mechanical clock where, after time, those bits would be more prone to falling off... Because, to me, it always has looked like the middle is missing. After seeing the Scotland clock, it made sense. It's much nicer with the centre piece 'left in'.
