Yep, it's ludicrous that both Leeds and 'Ull are effectively doing the same stories but micro-regionally and with the drumming weatherman yesterday, pan-regionally!
They share the weather forecasters - that's why Hull's forecast is half way through the show and not at the end. So the Owain thing was relevant to both Hull and Leeds.
There used to be a pan regional Calendar AISTR. Returning to such a situation may not please some viewers but its a case of safety first.

Why should they? There's an obvious reason for London and the South East to merge, because London comes from the same building as the national news so their facilities can be effectively used to support the national news, which is the highest priority. But if Hull can get on air to provide local viewers with a more effective local service, why not?
Why can’t they just merge at lunchtime like BBC London & south east coming from Hull?.

Didn’t you get the memo? The people of Hull are better served in a wider region dominated by bigger cities, purely because posters here don’t like their host.

Lets return to the matter at hand. Purely in geographical terms East Yorkshire and Lincolnshire are big enough and certainly prominent enough to have a service dedicated to them irrespective of whether they are served from Leeds or Hull.
London and the South East has had a "colourful" history as this superb page shows:

All the time Freeview is a major delivery platform, that won't and can't happen
Oh I agree. As I said it was one of Greg Dyke’s ideas. At a risk of being accused of slipping into fantasy the only viable
alternative would be a pan Yorkshire bulletin with the North midland subsumed into BBC midlands and Lincolnshire added to BBC east ( no idea how)

Hiving off East Yorks & Lincs isn't a problem in itself, as in the past Hull would barely get a look in once they'd covered Leeds and Sheffield, and Lincoln would get even less of a mention. The main issues that I've seen spoken about here over the years are basically the two points below
- Not properly covering Yorkshire wide news because the news actually takes place outside the region, so that'd be stuff like Yorkshire Cricket, Great Yorkshire Show, covering all stages of the Tour de Yorkshire etc, so viewers in East Yorkshire feel cut off - I don't know if this is still the case. Do Hull use all the various railway news stories with Spencer Stokes, where they are generally filmed in Leeds, but will equally effect Hull?
- The format of the show being based around Peter Levy and his radio background, all the long winded 'thanks for joining us, its great to have you with us, its now 19 minutes to 7' etc radio talk. Also back in the day when a big part of the show was a chummy showbiz interview for no real reason, a lot seemingly aimed at the same age group that listens to BBC Local Radio in the middle of the day, and more recently the focus on asking people to get in touch during the programme, as if its a radio phone in.
Being fully split sometimes and fully pan-regional the other time doesn't work either. The breakfast bulletins aren't great now for viewers in the Leeds region, they are staffed by about half a dozen different people who aren't seen at any other time of day, you hear snippets of stories that you never hear of again, and being made in Hull it often seems biased to that side in terms of travel news.

In an ideal world, Lincs would be served by Look East for the majority of the county, East Midlands Today for the area west of Lincoln bordering Notts and the Hull bulletin for NE Lincs, but thanks to the wonderful way that Belmont serves the whole of Lincs, plus East Yorkshire and North Norfolk, the unnatural affinity editorial area remains.
Like Victoria Derbyshire, Peter Levy has radio style delivery which is Marmite, so I understand where some people would rather have a presenter who delivers in a more traditional television news style, but the average viewer likes him.
On the rare occasions I've watched Look Levy, I can see why they use him as a personality who brings the unnatural editorial area together. If you can't get viewers to relate to news stories from Skeggy and Spalding to viewers in Hull, then at least have a personality presenter that they all enjoy.
It's not great, especially if you live in East Yorks with the lack of Yorkshire wide related news, but Hull has a better news service now that it ever did from Leeds.
