Because ITV HD uses the BBC's Freeview HD multiplex, I would assume an extra region will be configured on that multiplex (the whole of northern England gets the same as Winter Hill transmitter (Granada region) at the moment). I wonder if ITV will be paying the cost for this.
The BBC can piggyback on that from 2017 when they've announced the arrival of the first English Regions in HD - subject to the outcome of the Charter Renewal. Without configuring any more regions on its Freeview HD multiplex, the BBC could broadcast BBC One HD for London, North West, West Midlands, South and Yorkshire to match the ITV HD regions, subject to the backend infrastructure being up for it.

Ah, but on satellite I expect the BBC to add an extra stream or two on each transponder without reducing the bitrates of the other BBC HD channels. In fact there's already enough space for two extra HD channels on each of the two transponders it uses for HD channels, and with a change in forward error correction (as is being implemented by other broadcasters), I suspect there will be enough bandwidth for another two HD channels.
Of course, some of the bandwidth may also get used for BBC Two Scotland/Wales/Northern Ireland HD.
Platform neutrality is probably what is holding the BBC back. Although they've never been afraid to offer an inferior service on Freeview sadly they'd never allow the English regions to be available on Freeview if they weren't also on Sky and Freesat.

It was acceptable to only put a handful of regions on satellite, via the red button, in the early days.
