It does seem strange to me, I remember maybe 8 years ago each bulletin had it's own flagship presenter if my memory serves me right.
Breakfast & Lunchtimes were presented by Clare Frisby, the evening bulletin was presented by Harry Gration & Christa Ackroyd and the late bulletin was presented by Ian White.
When Clare Frisby left for maternity leave I seem to remember the lunchtime bulletin was presented alternately between the two evening presenters (in much the same way the late news is now, this carried on once she returned but I can't remember how long for) and when Clare Frisby returned from maternity leave she only presented during Breakfast.
I could be wrong with my facts as these are from memory.
All seems to be a lot of internal BBC politics. Even though Ian is no longer on lates it seems that means he will never present any bulletin, even if the rest of the newsroom was off sick. Same that Clare Frisby never appears outside of Breakfast except for one day at Christmas. They have all kinds of presenters doing lunchtimes depending on who is on/whether there is an OB in the main programme later/who is the right suitable 'face' to be around to do the 8pm etc, yet it's never Clare at lunchtime.
