Why was the original clip on Top Gear wholly in 16:9, but when it aired on Look North, the rest was 16:9, but only the Look North part had black borders to the left and right.

Indeed, she's done it quite a few times before - usually when Ian's off and Phil's doing the late bulletin.

I have noticed the 8pm bulletin presenter is not always the same as the 10.25 pm presenter.I wonder why they use different presenters?

It used to be a case that the 8pm bulletin unofficially has to presented by someone under the age of 40.
Often from Hull Hannah Moffat did the 8pm, then Peter did the late bulletin.

I was going to say shes presented the odd 3pm update when Ian was unavailable.
There was in most regions - but Leeds always had Ian White do it.
