My understanding is that it wasn't actually a security risk, more a right of way issue.
There is a minimum width of walkway that needs to be retained as the piazza route from Hallam Street to Great Portland/Regent Street is a public right of way, and I suspect the space required for the election rig, combined with a Christmas tree, may have compromised this. As a result the tree needed to be moved or removed.
There are suggestions that the plan was to initially move the tree off-site and return it post-election, but it appears that the gardening company were not able to do this.
Isn’t the freight elevator right behind the tree (on the right side). Also it could impair cars coming in - I think I’ve seen Fmr PM May enter that way where van is parked.

As to putting the large map on the ground, I'd have thought that would be a more 'can we do this' council request than a formal planning application given it's effectively just placing a piece of scenery on the ground.
That's not to say they haven't applied before, and been given a generic permit to use the Plaza given pedestrian access is maintained - One Show band performances, Watchdog studio etc. to name a few.

I think it was this time last year there were mutterings of an election, more so in January this year - so they may have wanted to avoid being caught on the hop!
It was an 'Everything But Brexit' debate, saw it trailed earlier.
I've not watched any of the debates this time. They were a novelty back in 2010 but have quickly proved to be much less useful and relevant than individual leaders interviews. So naturally, our prime minister has avoided some of those.
