Sounds like a case of a programme editor asking asking for someone to clip up a bit of SOT of Boris from the debate and a producer doing what they'd do for any other SOT

There's strict rules about what you can do with footage from Parliament, so it becomes a grey area. Yes they cut out a part to make it fit, however it's been edited down - which you're not allowed to do and you could argue both sides I suppose.
Usually in TV, there's clips used with VO around it to help cover that rule.

Would it be that challenging? BBC Parliament carry it in full. There isn't usually a great deal of domestic news on Christmas Eve so the News Channels will carry what that want. They might have access to fewer pundits but i'm not sure that's a bad thing!
If the plans are anything like the past couple of years the BBC will be planning on running on skeleton staffing from 5pm on the 19th December until the new year. The days in which the news channel ran a near normal service on all but the bank holidays over christmas (including duel headed presentation on the working days) are long gone.
