Don't know for certain whether terrestrial (analogue or digital) have been switched back yet, but would assume so.

Yes Border is back i saw their GMTV bulletins and a couple of the shorter ones during the day didn't see Lookaround but we did get a poor excuse at then end of the bulletin "if you have been wondering we have been unable to broadcast due to the power cuts".To little to late Granada should just get rid of Border it'd save them a fortune give Cumbria to Granada and Scotland to STV.

I think in this case needing to power a TV station by generator for almost 2 days wouldn't really be possible - getting the supply of fuel might have been a problem in this case. A small UPS system just for essential network functions would be possible, but then there's always sending the feed the other way.... which is what NTL and ITV did. to the other transmitters
And what's going on with DTT. Did DTT never go off (in terms of transmitting a signal from Caldbeck) but had a frozen image or was it completely off? If it went off, I thought all DTT sites were also had a backup generator given the lower power requirements of DTT over analogue. I suppose if it never went off but was frozen the loss of border TV would have knocked it out.
There's no rule for it especially as analogue is still priority in any such case - if everything goes effort is put into the servcie that most people listen to. Look what happened at Peterborough - they put DAB on the back-burner

AIUI main TX sites tend not to have back up generators for their main transmitters. Instead they would normally have 2 sources of mains power, and maybe a small generator on standby to run smaller back-up transmitters (this is the case at one very big transmitter I know of)
But then again it all depends on what the customer (the broadcaster) wants to pay for

The whole 30 minutes was anchored from central Carlisle, no other news was covered. I think their coverage was quite good, we even got analysis of how it all happened with graphics !!!
