Sonia Deol and Sue Thearle are possibilities.Joanna Gosling made a few appearances in 2006 but don't think she presented with Bill. Hadn't Sarah Montague left by the time Bill started and been replaced by Sian Williams?

Martine Dennis - she had a short stint of presenting Breakfast at weekends
Maxine Mawhinney - I vaguely recall her standing in once or twice during the week
Julie Etchingham - definitely came back to fill in a couple of times before she moved to Sky News.
Tanya Beckett - sometimes filled in on the main sofa

And from looking at BBC Genome, it appears Bill Turnbull and Louise Minchin also presented the Breakfast programme on Five Live together on a few occasions in the late 1990s/early 2000s, long before they became a regular pairing on Breakfast.
