It would make no sense to have TC7 used 24 hours a day for weather forecasts. Weather forecasts on the 1, 5 and 6 also come from BARCOs too. They don't come from the BARCOs throughout the News Channel day because the TOTHs often come with change-overs for presenters.
Why can Breakfast weather (when it was in TC7, dont watch it much now) come from a section of the Barco wall in TV7 but all other weather updates come from a green screen?

Because the weather looks smeary and awful in TC7 - it was only there because there's more communication between the presenters and the forecaster. It also allows for better integrated recorded broadcasts, and, as already mentioned, it allows presenter changes to be smoother.

Jay Wynne on the News Channel doing weather tonight - it has been many years since I last saw him on the BBC. Is he more regular on World or does he only do occasional shifts?

He's not been presenting for a long time here in the UK either (at least as far as I'm aware) - he's sprung out of nowhere and even did the News at Six weather yesterday. I've no complaints at him coming back, he's rather good!

And in the early days of News 24 there were dedicated News 24 Weather presenters, and they had their own CSO area in the studio.
