I think it might be partly to do with lack of manpower - they don't have enough people in to do all the live (and prerecorded) forecasts that they'd normally produce, so have cut it down to what looks like the equivalent of their overnight service.

The forecast that was on just now was recorded - not sure why it couldn't have been live, but here's a couple of caps
