Not sure what's going on - and I'm not sure if an apology's been broadcast, as I missed the start, but Spotlight doesn't seem to be on BBC ONE SW or BBC ONE CI at the moment, so instead it's BBC London news...
Might get an apology at the end.
(Edit: Well we did get a bit of an apology, but after further investigation it seems there may have been some sort of power outage in Plymouth, as the DTT transmitters seem to all be listing a "Failure" on the BBC Reception website, and BBC Radios Cornwall and Devon are currently silent on the web streams).

It is extraordinary. This forum usually explodes with posts if so much as the wrong font gets used on a single caption. Yet, BBC TV Plymouth seems to have been off the air since 2:45 this afternoon, and Mux 1 is missing from all transmitters in its region, and there's only your post.

Apparently BBC1 SW has successfully opted out for the headlines from Plymouth at the start of the 10 o clock news, BBC1 SW digital was showing London headlines though.

I noticed somebody on the streets of Plymouth was wearing black, so I assume that the whole of BBC South-West has burned down in a huge inferno, which has wiped out half the city, and everything will be off air for at least a month.

The late news went out ok, but oddly with a recorded weather forecast from Dan Corbett which totally lacked any South West weather maps - prepared in a bit of a hurry, perhaps? After the bulletin there was also a mish-mash of technical problems giving the impression they were having problems opting back.

An explanation of yesterday's events - from "chanmix" of Digital Spy forums:

To quell the rumours, this is completely untrue - no power failure. The main and reserve digital distributions both went down after lunchtime - including all digital radio and tv circuits in and out of BBC Plymouth. Most unusual to lose both distribs in two separate incidents! The Channel Isles were unable to opt as the reverse DSAT feeds to London had also failed, hence DSAT carrying Londons' output for the duration.
Analogue opts are still possible due to the original analogue distribution from the studio to transmitters, but with no sustaining feed after the optouts the SW transmitters have reverted to RBR (rebroadcast relay) presumably from Mendip.
