Apologies if there's a better thread for this, but it appears that Parliamentary broadcasting rules have been quietly relaxed, and broadcasters may now use footage in satire programmes - The Mash Report already has.

The article actually says that this isn’t a new law, it’s just the BBC realising there was a loophole in changes to the law made five years ago!

It's not a change to the Parliamentary TV legislation, it's a change to UK Fair Dealing legislation. (Fair Dealing allows you to use material without the copyright owner's permission)

That may be in the US. Pretty recent versions of the show broadcast in the UK have had replacement edits.
